Follow the rules (if any) that the subtitler/distributor has set in order to get copies. Any breaking of the rules will decrease the speed in which copies are made, and possibly offend the dubber and subtitler.
If there are no rules given, follow these basics:
Effective immediately, Arctic Animation will not accept any new orders from March 10th to October 1st, 1996. The rapid growth and the extreme number of requests that we have received has caused a decline in communications and customer service. Thus, we are not accepting any new orders until after Anime Expo and the San Diego Comic Convention. This will give us time to catch up with the orders received so far. It will also give us a period of time where we can update the fan sub list and remove pending commerical titles like Patlabor, Maison Ikkoku, Sailor Moon, and Dan Cougar. This blanket period will also give me time to re-vamp the tape dubbing policy sheet to remove ambiguity and streamline the options. Anyone who has orders in the queue will still be processed, status reports will still be posted on the web pages for your convience. Contact numbers and email addresses are still the same. We are not closing up. We are restructuring again to find a better way to deal with all the requests that we get. The new list in October promises to have many new titles including Slam Dunk, Nurse Angel Ririka, Saint Tail and more City Hunter and Gundam. Please join the Arctic mailing list if you want to receive the weekly updates being posted to the new list.
* Please e-mail your distributor for permission to send the tapes
for dubs everytime.
Anime will be available in the following format, unless otherwise
specified.
NTSC: SVHS & VHS & Video 8mm
Video 8mm not available for International Requests.
If you are looking for PAL versions instead of NTSC versions you
must contact our European Distributor. In case you are wondering,
there's no SVHS version of PAL. Due to incompatibility and that
sort of thing.

Anyone can get copies of our fan subtitled anime, however, we do
reserve the right to reject anyone's request.

Please, do not ask me to send you a copy of the rule via e-mail.
If you do, you will be marked down and remembered, ;).
So, when you get a copy of this, keep it, don't lose it or you
better hope you have Web page access.
Please follow these rules.
If you do not, one of the following two things are sure to happen.
a) They will be sent back, uncopied.
b) They will be lost and we won't know what happened to them.
1) In order to get dubs from us, you must first contact this
e-mail address: "changr1@watmail.ucr.edu" stating "what" and who you
are, for permission and requesting information regarding the
distributors. However, Dark Ops. reserve the right to reject your
request at anytime. If you are not some kind of back stabbing
pirating bastard, then you have nothing to worry about. Then I will
supply you with the information regarding the distributors and you
can contact them for permissions to send tapes for dubs and where
to send them and so forth, ONLY one at a time mind you. There's no
membership requirement.
2) Please SEND ONLY TWO tapes at a time for dub. If you send
more, I will keep them and use them as a target for my kendo
practice, ;).
3) Send ONLY the unopened HIGH QUALITY BRAND NEW tapes.
ONLY the following High Quality tapes are acceptable. This is to
insure that the copy you get will be of good quality and you will be
satisfied with the copy. If you send any other brand or any other
grade of tapes, I will be using them as target practice so don't
expect to get them back in one piece.

4) EACH tape should have a post-it note or a piece of paper
stuck on it to make sure its designation. Such a note needs to be
typed or nicely written, no ugly unlegible hand writing please,
with the following information on them.
A) Name
B) Address
C) E-maill address
D) Title of the Anime you are requesting
5) Please send the tapes in a US Postal Service
Plastic-Air-Bubble Mailing Bags or equivalent. Send them with the
shipping postages paid in full. Include another Mailing Bag with
the postage fully paid to be used to return your tapes. Write your
full address on the both mailing bags. The reasons for these are
that, first of all, I don't have money to spare. Second, I don't
keep track of where you live.
* Alternative. Buy one Plastic-Air-Bubble Mailing Bags or equivalent
and get US PS Priority mailing envelope. Put the mailing bag with
tapes in them into the Priority mailing envelope and include another
Priority mailing envelope with postages. This way, you only have to
buy one Bubble bag and you don't pay for another packaging cost ever.
If you live outside of US, it is possible to get dubs from us.
You will be given the information when you obtain permission.
6) No mix and matching, please.
7) Dubs will be done in SP mode. No exceptions.
8) E-mail your distributors before sending tapes for dub,
EVERYTIME.
9) Send another package for dub when you receive your previous
requests back. However, send only one package per month, maximum.
10) For information about your tape copying status, e-mail the
distributor.

Nexus's goal is to increase the awareness and exposure of anime to
the public, thereby increasing demand for anime in the consumer market as
a whole..Subtitles provide understanding to the non Japanese speaking
community, and create interest in anime that would not have happened as
easily without understanding the language. Nexus' aim is to spread the
awareness and exposure of anime by providing subtitled anime that has
not made it to the US. Distribution is made available to Anime Clubs
and organizations to maximize the publics exposure to anime.

RULES: A two tape maximum per person. Must E-mail first for each request.
No bargain basement tapes. (Sony, TDK, Fuji, Maxell, Etc.)
No mixing and matching. There are very few things that will leave
excess space on a tape.
NOTE: I've kinda fallen off the face of the Earth for a bit. Kinda had a
WHOLE world of shit going on in the last year, but the worst of it's over.
Anyways, I've been timing things, but Georg has been busy, so I haven't
gotten much stuff FINISHED. Anyways, there are some new talents offering
translations, so stay tuned. Todd Perkins (Central Anime) picked up DNA^2
where Andy & I left off, so be sure to send him E-mail & thank him for
making his scripts available.
